In a 1920s Kew Gardens home, 100-year-old galvanized steel supply lines are the most likely cause. Galvanized pipe narrows from the inside as mineral deposits accumulate — a pipe that was 3/4 inch when installed can be effectively 1/4 inch inside after a century. Low pressure throughout the house (not just upstairs) confirms it's a supply-line issue rather than a pressure-regulator or main issue. Repiping the supply with copper or PEX is the permanent fix.
Uneven heat with noisy radiators in a steam system is almost always a distribution problem, not the boiler itself. The noise — banging or gurgling — usually means condensate is pooling in the mains or radiators, caused by failed air vents or traps that prevent proper drainage. The boiler may be working fine but the steam can't reach certain zones efficiently. Replacing the failed vents and traps, and checking main pitch, resolves most of these complaints without touching the boiler.
